Not sure why this is hard to understand. Trump does this all the freaking time. Pattern recognition being a thing and all.
My bet is he intentionally highlighted it in order create a national conversation about the matter prior to taking certain actions later. Actions that could include either slashing the number of student visas afforded to Chinese students, if not cancelling them altogether.
Trump hasn't made any move here, but that doesn't mean he won't. However, he sure AF shined a bright light on matter - and I suspect that's the damn point.

As the answer is obvious, the real question we are forced to confront, and demand answers about, is asking WHY was this policy has been pursued at all costs by most western countries - and pretty much all oddly in coordination - when by every possible measure available it's been an abject disaster.
Why in the hell would our own leaders, the very people voted in, and entrusted, to run a government ostensible to the benefit of her citizens, decide all of a sudden that what was needed to "improve" things was to throw open our borders and ship in hordes of poor, largely unassimilable, and often violent people...and even then encouraging, enabling and PAYING them to effectively create havoc, skyrocket crime rates, to defile, traffic, and/or kill our women and children. Better yet, placing their needs over and above that of the lawful citizens of their country.
It's insanity.
How is all of this even a thing?
It's absolutely suicidal.
It doesn't make any sense.
Yet it continues in earnest.
