The claim money is already on the way is also untrue. Commitment means the sources of investment have agreed to put up what they intend to provide. Iran itself doesn't have access to said contribution until the deal is final, and there is a 60 to 90 day period during which Iran has to prove itself + work with other countries.

Multiple headlines claim Iran is "already getting half of the 300 billion"; Reuters itself says it is not. Reuters’ alleged source says there's only a commitment.
