New Service Notification from Telegram. If someone transfers channel ownership to you, you’ll now receive an alert telling you that you’ve been assigned as the new owner of that channel. You can decline the transfer, and the rights will go back to the person who tried to pass them to you — and they’ll get a notification saying you rejected the transfer.

This means your device doesn’t have a password manager that can store your passkey. Try using Google’s «Google Password Manager».
On Windows, you need to have the built-in «Windows Security» antivirus enabled in order to add a Passkey in Telegram Desktop.
If you’re using a non-official Telegram client, you won’t be able to add a Passkey.
